Will Niantic ban an account that was bought?
There is no detection for the sale itself. Bans come from prohibited activity such as location spoofing, which is why how an account was levelled matters far more than who owns it.
What login type should I look for?
A Pokémon Trainer Club login is the one you can genuinely take over - you get the credentials and change the password on the official PTC site immediately. A Google-linked account is only yours if you also receive that inbox.
